" We are very disappointed with the statement in an interview " with the BBC , said deputy cabinet secretary Katsunobu Kato .

The document states that the constitutional court ruling in 2011 that ordered the South Korean Seoul to reopen negotiations with Tokyo on compensation for comfort women " could threaten the foundations of Japanese - South Korean relations ."
